These are the transcripts of acts and resolutions passed by the General Assembly; signed by representatives of the Senate and the House of Representatives; and approved, dated, and signed into law by Governor James Clark. These typically concern the navigation of Kentucky's waterways; the construction or maintenance of state roads; the formation of new counties, districts, election precincts, and towns; the division of lands; appropriations for state funding; the moving of seats of justice; and certain court cases requiring legislative action. Also included among these acts may be the dissolutions of marriages.

James Clark served as Kentucky's thirteenth governor. He was the first Whig candidate to be elected to the office. Clark was born in 1779 in Bedford County, Virginia. The family settled near the Kentucky River in Clark County, Kentucky when Clark was still a child.
